Mineral wool has a r value very similar to fiberglass....
Closed cell foam has other benefits than just thermal. It forms a perfect vapor barrier so no drafts or leaks, and is excellent at keeping the summer humidity outside as well. Good stuff!

Glass block is ok....it doesn't have any astounding sound isolation properties. I'd suggest installing an inner and an outer double hung or slider window assembly. I've used these to great effect. In short I'd say no. You are in an isolated space etc. If you had a limitless budget and were building from scratch it might be wise to float the slab Is that slab connected to any other structure you want to isolate sonically? Concrete can and will transmit physical vibrations (tapping noises etc)....

In theory, yes you want to decouple your internal wall and ceiling planes from your structure. I don't know anything about genie clips in particular....they do look very similar to other clips.
