This trick is oftentimes referred to as "poor man's (scene) automation." I do it sometimes using my TASCAM MX-2424 recorder. The cool thing about the MX-2424 is that it can play back all 24 tracks (with edits, fades, overlapping audio... which means the drive can access up to 72 tracks worth of play...

I don't know what its called but they make stuff to isolate boat engine noise that might work..I know people use that stuff and its cheaper..or something I can't remember exactly what the deal is with that stuff.. At 44.1 kHz Fs, 1 sample = .00002676 sec = 0.02676 ms. I think Jeff is recommending that you vary your delay by 1 sample at a time (at 44.1 kHz). Plenty of delays (software and hardware) allow you to delay by 1 sample at a time.
