It really depends on the genre as to what rms level you should end up with. Sound forge has an analysis tool. Run your work thru it to get an rms level. I agree with ctmsound. Save up. If you have to have monitors for that low (and I understand budgets) maybe go with some Yamaha NS10s. I absolutely hate mixing on them but at least if you can get things to sound good on them, you have half of chance of having a good mix. You can actually mix on "any"...
