It really depends on the genre as to what rms level you should end up with. Sound forge has an analysis tool. Run your work thru it to get an rms level. Then take a commercial released song in a similar style and load it in Forge and run the tool on that song as well, to get an idea of where the eng...

Strangely enough, smaller , well tuned hi and mid toms sound "bigger" with compression, than the standard ones here... (5 tom Sonar set). Cut thru better too... I just have to convince the drummers that come in! lol

I agree with ctmsound. Save up. If you have to have monitors for that low (and I understand budgets) maybe go with some Yamaha NS10s. I absolutely hate mixing on them but at least if you can get things to sound good on them, you have half of chance of having a good mix. You can actually mix on "any"...
