I can't really make it out on the picture.

If you can, I would de-solder all that and do it properly (less solder).

Are you passing audio?

If you pass audio in +4 is the needle moving?

You may want to post in the Rev D thread over at groupdiy to get more help.

You shouldn't remove the jumper, you should move it to the non-shorting position.

If that doesn't fix your problem see if the meter works in +4/+8 metering to confirm it's working.
