Get a DBX 160 model (160A, 160X, etc...). I think they sell for around 300 and are by far the most usable of that price range...single channel though...

It would seem that the proper approach to take is to look at the problem in terms of noise reduction instead of trying to figure out where all those quantization levels reside. The 65,536 levels in a 16 bit system may be the same 96 dB as the top (bottom?) 65,536 levels out of 16,777,216 in a 24 bit...

For some drummers it can be a good thing to place the shell mic right beside the hihat. This way the rush of air from the hat can cross the mic diaphragm.

I really liked the HHB Radius series for that price range. They're kind of unforgiving though. A friend really likes Joe Meek! Personally, I think the best deal under four hundred bucks is the Mackie 1202 VLZ mixer...
