I have a Fostex B-16, a Tascam US-1641(US-1800 +/-$250), and a used laptop that I've had a few years with Win7, and I use REAPER. The Tascam US-1800 is also good on a budget. 8 XLR inputs, 2 instrument/line inputs, 4 line inputs switchable between -10db/+4db, Stereo S/PDIF.
