it's hard to explain - basically i have a long rectangular building - one main large space and 2 big iso booths on each end.
there is an air flow system that ties in to an airhandling unit. In the east corners there are plenums with fresh air coming in (the computer and radar have been residing in the northeast corner plenum of the main room for the past 3 years).
On the west corners there are air outake plenums that the hot air is meant to be sucked out of.
there's no hallways - the building is sealed pretty tight and borders on a forest so I don't really want to do anything that punctures the envelope of the building.
So I'm limited to building something within my existing space.

You should at least ask the Radar people if they know of quieter fan options or even a water cooling solution. They might be the most informed people about how to silence their product.

Perhaps you can modify the existing setup? Make some sort of baffle box in the plenum so that the machines are in a subsystem rather than the main intake path? Not 100% sure i'm visualizing correctly.
I recently put a water cooler, silent fans, and new drives in my own computer, big improvement. I'm in the same boat as you concerning the last bit of noise elimination.

installed and the noisier fans removed.
I'm working on building an isobox for the radar and venting it (via some duct work and probably a quiet fan) into the same northeast plenum.

Is there an attic or crawlspace?
I had this drunk concept* once - if ya build it you owe me - of putting a mic onna noisy sound source and hooking it up to a amplifried speaker broadcasting a phase-reversed signal loud enuff to eliminate the initial sounds - kinda like the concept of N/R headphones ...
*Prob'ly/mebbe absinthe or mushroom tea.
