Soundcraft Delta 200 power supply questions

The power supply has three lights - +48, -17 & +17. The first two on mine are very bright and the last, the +17, is either very dim or out and being lit by the other two - is it possible that this -17 functionality is out? What do these lights mean? (other than the phantom power is functional I am assuming) Am I harming the board if I continue to run it?

Also - does anyone have a pdf of the service manual of the Delta 200? That would be much, much appreciated.
