jh110b-4 stuck in edit mode

anyone ever dealt with this:

i just picked up a mci jh110 1/2". when i power it on the edit light stays lit.
if i push the edit button it engages the edit mode: supply reel spins and the pinch roller and capstan engage
and begin dumping tape as it should. however, when i throw on a reel fast forward and rewind work but play and record will not.

i've been through the service manual and everything seems to be working according to the
logic annunciator truth table. i've gone through and made sure all of the ICs on the torque board were properly seated.

any thoughts?
