if i use an adapter with 18w, output 12v, to a mic pre that is suppose to have 23w, 16v will i burn it out? the adapter or the pre? the input volts, Hz, and ma are the same. i really dont want to kill my pre, so please help me.

well, it might work for the time being but you are starving the pre for voltage. I would look into getting a proper replacement.

As is self-evident your mic pre will be significantly underpowered, and this will most likely result in shitty sound. However, I can not imagine how this could hurt the mic pre at all. If anything it's going to hurt the wall wart (in the form of heat, most likely) to have the mic pre trying to suck out more current than the wall wart can yield. But even this probably isn't a big deal. It's bad practice no matter how you look at it, but I wouldn't worry too much about damaging your equipment.
