Starting up a PM1000 strip should be instant.

Isolate the problem one by one.

PSUs giving the right voltage? Instantly? when you turn it on? Should be, there is no "warmup time"

Are the PM1000 modules working properly? Same thing. It should turn on instantly. No "warmup time"

No need to cut legs. You can just use a hot-air rework station. Heat it up, then remove chip with a vacuum pen or tweezer.

The voltage regulators on my PSU are rated 1.5 Amps.

The trafo I sell are 30VA. You can use a higher VA transformer if you'll draw more power, not to exceed the max rating on the regulator.
