Well the old saying goes "Crap in=crap out". I am not at all saying that 20 bit is crap, just better is better. I would imagine that your system may begin to be limited with only 96 mb of ram. So get the 20 bit system for that particular cpu. However new computers with much more ram are almost as in...

I highly doubt that reason will ever have audio in or midi out as that would step on quite a few toes (other companies). Not to mention that it would severly affect overall performance.

Which version of Cubase do you have? This should not happen with SX. However on a Mac I am not sure. I have seen it on older versions of Cubase when running Reason.

Get Kontakt by Native Instruments and run it inside Sonar as a DXInstrument if you need to play keymapped samples such as piano, organ ect.

Otherwise you can load the samples into Fruity and trigger them from there. How this is exactly done I am not sure. However I know it can be done.
