Just picked up a a focusrite mixmaster... very useable compressor section and sits well on the 2-bus too. Don't see these around too much.
also a set of Dynaudio BM5a's... breaking them in right now. These sound very accurate to me, can't wait to start mixing on them.

TC GMajor will cover your delays, chorus, reverbs quite well. And just get a decent true bypass wah pedal, I recommend a Budda Budwah. Add a midi foot controller like a midimate if you need foot control.

I have an Ashly parametric eq that isn't really bad at all. Someone gave it to me but I believe they are in your price range if you can find one. Mine is a pq66 but it looks just like the sc66a, not sure what the differences are.

Another option at least for the a/d is a Lucid 9624. I just picked one up for $400 and they usually can be had used for that or maybe a little more.
