If you have SP2 installed you may have to download a driver from the digidesign website. I had that problem recently.

I tried to enable SPDIF Mirroring in the hardware setup but it goes away once I close the session. Is there another location where I can switch to SPDIF mirroring, or can I keep it enabled once I close Pro Tools.

I only want to listen to Cds and MP3s through my converters. Is this possible in 6.4?

This may not be very helpful since I'm in Los Angeles, but my nearest local Indian market actually has a couple harmoniums and they're both somewhere around $250, which isn't so far off your budget.
