Im no veteran, but on a few projects I got good results with taking digital tracks and mixing them down to my Otari 2 track. But it doesnt compare to tracking with my tascam 38 first and only using digital for track overruns... Ive never used cassette for tracking, just effects and such so I wouldnt...

Clip it across the coupling cap before the pot. If the scratches go away, you know its the cap rather than the pot itself.

Yes, definitely. Each fuse is in line with a certain "tap" on the transformer for the different voltages the various components need.
That light thing you mention is strange, the logic doesnt seem to be behaving correctly.

Do you get any sound coming out if you put a standard stereo cassette in and try to play it? Rather, I tried that thinking it would tell me something if it did work but it didn't.. If it had worked what would that have meant? It would have meant something on the input/record side of things was wron...

The cost of shipping/freight is really bumming me out. I live in Toronto, and I had to pass on the Harrison that dude was selling due to the freight costs. I can only assume it costs about as much from wherever this one is located.
