I recently had a similar issue with a "value priced" stage snake that had a horrible hum. I opened up the box end of the snake and whoever wired it had pin 1 & pin 3 flipped on all of the female xlrs. The loose end (male xlrs) was wired correctly, though.

I use an old dbx 118 for this. Works great when I'm watching The Simpsons and a Fox News commercial comes on. It keeps my wife from shooting up out of bed and "asking" me to turn it down.
