I'll second the Sound Forge recommendation - I use a different (and older) version but the feature set of the Audio Studio version seems to support what you're looking to do.

I've seen used Toft ATC-2's for around $700 (http://www.toftaudiodesigns.com/atc2.html). Pre's are solid and nice albeit not as nice as the BAE stuff IMO (and the compressor's nothing to write home about), but the EQ's are rather good.
