The QSC powered guys are nice. Pricey too (for cheep skates anyway)
I picked up some of the original mackie srm450s for about $300 each, they sound fine but have their own issues.

Don't screw around with usb if you're worried about latency. If your software is reporting 40ms than your actual latency is probably more like 50-60ms when you factor in MIDI input latency and processing. I've never experienced a USB interface with decent low latency performance. Some of the most recent interfaces actually use USB 2.0 but that has it's own issues. If you really need low latency through your DAW software than you'll need to upgrade your interface. I would look at RME, Metric Halo etc....
