You're rates are so bloody low, it might be worth a trip to Detroit... Here in DC, $40 an hour is about as low as you're gunna get. Guess there's a lot o' competition in rock town, usa... DC isn't exactly known as a musical mecca :?

Tascam 238. It doesn't have a built in mixer, tho. It's rack mounted, and I believe was the state of the art for cassette multitracking in it's day. I've used them.
