Behringer Composer Pro-XL MDX2600? It has both regular dbx-type compression & a peak limiter. Can't say how it sounds or works, but it has the features you were looking for, and is probably super cheap on the used market.

If you've got firewire, an echo audiofire 4 would do it for you for not too much. If not, there are some affordable 8 channel usb interfaces floating around?it doesn't hurt to have extra channels, who knows what you'll want in the future... I just picked up a GAP 73 on top of my other 2 channel Mob...

RMGI 911 is ok to use, the tape is thicker than LPR-35 and a little harder for the machine to pull.

You need to buy a reel of RMGI LPR-35 1/4" 1800' tape. Comes on a 7" reel.
You can find it at www.usrecordingmedia.com or www.fullcompass.com.
