Seriously, it's not as big of deal as it used to be. Stick with a major brand like Toshiba or HP that has decent specs and you should be fine. Sounds like you've got what we would call here in the Midwest a 'Michigan' basement. I used to record in a room like that years ago. The treatment approach is a good one - get some rigid fiberglass (Owens Corning 703, for one) and make up some DIY bass traps, etc. Lots of info if you google for that...
