Under the Options menu you'll see Edit Window Scrolling with several different scrolling options. Actually now that I think about it I think Logic will pop up an error if the frame rates don't match and give you the option to conform to the incoming rate. Can't remember for sure...been a while since I did any sync with Logic.

Also, make sure Logic is looking for the same frame rate you printed on the tape. Logic is set to 25 fps by default.

If the time code on your tape starts at 00:00:00:00 your problem may be that Logic is waiting to start until 01:00:00:00. Try changing your session start time to 00:00:00:00 in Logic and see what happens.
