you might not be seeing 170V on the reed bar because your meter might not have the proper impedance to see that voltage. Its probably there - if you unplug it and replug it in and it makes a huge loud snap in the audio the voltage is there! the 170v is definitely not there... I have the full schema...

i know you are specifically interested in web stations, etc...but... i have run across so many great bands/albums just by doing a little "biblographic research" as it were...for example, say you really like the way a certain band's recording sounded. find out who engineered it or mixed it or produce...
