I have the great advantage of working with a guy who was really into electronic music in the seventies. He was a teacher, and used to teach his high school band electronic music techniques. He let's me borrow his synths whenever I want (mostly electrocomps) and he gave me my first reel-to-reel. Anyw...

I may be stating the obvious, but have you looked in your M-audio Delta control panel (the software mixer) and made sure that all the ins and outs are where you want them to be? ... and nothing is muted?

What kind of tools do you have? At the very least you'll need a band saw, a router, chisles, drill, etc. Building the body is the easy part. The neck is very, very tricky for a novice. Lots of minute details to consider. Those strings like to pull on the wood in very strange ways. I would recommend ...

Whoops.
I just reread the original post and my reply. Apparently I'm in some alternate universe where "neck" means "bridge" and "bridge" means "neck". It's too late for me to think. So, yeah, it sounds like it's wired wrong. Sorry for wasting everyone's time.

Before you go messing with the wiring, put the switch in the middle position, take a screwdriver and tap the pole pieces on each of the pickups (with the guitar plugged into an amp). It should be obvious if both of the pickups are working. If you don't hear a "thud" from the neck pickup, it's wired ...
