Was luckily able to find and fix this problem. The apparent cause was the solenoid housing - located on the rear of the reel motor - had slipped out of position towards the left causing the solenoid plunger to disengage incorrectly(thus keeping the brakes from disengaging during Play/Rew/FF). Values are all spec on and connections were as per the original connections. I am wondering if one of the 'new' caps may be bad.
