That's an older 4-track tape recorder from the 80s. It's just like the Tascam Porta 01, 02, or 414, 424 models that you might've run across in audio stores. When you give an older german condenser mic 48V and it sounds like there's no frequencies below 4kHz, it could be that it needs 12V instead.
