I think you would ideally want bass traps in a room like that.. not necessarily. the room looks quite large in the picture, so you aren't likely to have the ugly bass problems that smaller rooms do. the main thing i'd watch for is those two big bare parallel walls: you may have some flutter problem...

A very good tech 'round these parts charges about $70 for a setup. if it were me i'd want another flavor for vocals. in my experience, 414s are great all purpose mics for instruments, but are more like special purpose mics for vocals.

Lowlight, I checked out the link you provided. It's to a company that makes stuff for boats, to keep engine noise from coming up through the floor and stuff. Are you sure this is what the landlord wants to put on your floor? It would be a very weird choice, unless he has it lying around or something...

Does the omni pattern make these mics respond to phase issues differntly than other directional mics? No. Phase issues (as relate to multi-micing) are all about distance of the different mics to the source. Directional pattern has nothing to do with it. do you have a mackie board or similar lying around? anything with 1/4" inputs that feed mic preamps. just to check if it works and sounds good enough to bother investigating further.
