IThe wimpy meter itself may be sticking/defective, or the meter driver amp (typiclaly an opamp chip) might have gone south. The trims are *above* each meter, but your explanation makes sense. The meter responds quickly, but within a limited range. So it seems more likely to be a chip than some sort...

Wimpy VU meter in Tascam M-208
I just bought a Tascam M-208 mixer (on eBay for $25, local, no shipping!) Hard to pass up at that price -- rack ears, colored knobs and all. :roll: It works perfectly except that one of the VU meters is wimpy, not bouncing full-scale. Adjusting the calibration trim through the front panel affects it...

Yeah, thanks; Full Compass will make an even better deal on a pair. B&H has 'em too. Oops, correction... It's the Halfer M5 that's rated down to 70 Hz. The JBL Control 1 is rated at 120 Hz. But I'm still hunching that the JBLs would be less problematic as satellites along with a sub.

Yeah, that article you linked is good.... but it's my plan D. I'm hoping I can get volume control in my 5.1 signal path without going through all the DSP juju of a home theater receiver. And I don't even get radio reception in my canyon, so no fringe benefit there....
