What are you monitoring through? It's possible the rest of your signal chain is preventing you hearing a significant difference. You may also want to try a phase cancellation test in your DAW to uncover the real difference between the two amps.

For a general purpose pad for use with low impedance mics, the input impedance should be 1.5K and the output impedance 150. This avoids loading the mic unnecessarily, and will keep the mic pre behaving as if a mic were connected directly.

Isolating the PSU transformer probably isn't too tough. It might be worth trying to isolate it from the chassis with some large rubber washers. Also, if the buzzing comes and goes it might be due to variations in your AC line, especially if you're on the same circuit with large inductive loads like ...
