Any decent snake is going to be wrapped with a wire shield within its sleeve. This metal netting within the snake should reject most outside signals... Just because tubes are new does not mean that they are free from microphonics. Currently manufactured tubes are worse that NOS tubes, and that's just one reason why a lot of persons pay high prices for NOS.
It is possible that bad caps vcould be causing your problem but it is most unlikely.

Careful with that two to three cord grounding scheme. If it was designed as a double-insulated component, then grounding the internal chassis could cause problems.
