Well it appears that I may have solved this problem. I took out the two stock GBs of RAM and now everything is peachy keen. I heard something about Leopard being able to utilize the multiple cores better. like with 10.4 I can only really use all 4 cores when the latency is set at 512 or above. I'm not sure about this, but I think that Mac Pros require ECC memory. The Apple support page insinuates that it's required without stating it outright. I know for sure that they ship with it.
