Yes they should be a perfect fourth apart ( so should congas). IMNSHO opinion its hard to make the female too high. Bongos should really scream. Most people tune them too low.

Do you have any snares at the studio? You could ask him to try one of those. You could also ask him to let you re-tune the drum so the band can hear a comparison. You can also mix to the sound of that drum instead of mixing the sound of the drum to the sound in you head and the other sounds on tape....
