I'm willing to bet that this is an early Dictabelt recorder, if you pull out those cylinders there will most likely be a belt with grooves cut into it.

So how I'm understanding this is that the tech bypassed the amp so you could directly power the speakers through the crossover. Is this correct? Are you talking about this happening with or without the tape? If it's WITH the tape, I would suspect the tape is sticking to the heads. If it's WITHOUT the tape I would suspect either too much pressure from the pinch roller solenoid (a google search turns up the service notes and how to adjust this...
