bad capacitors seem like a likely culprit. When I had a similar issue with my MS-16 it was just a mechanical/lubrication issue. since you already addressed that I'd wager that it's the caps.

in that price range I'd go for a good dynamic mic, it'll sound nice on vocals and lots of other stuff too. SM7b, Beyer M88, Sennheiser MD421 are my personal favorites.

Sounds like it could be an issue with the jacks or some associated switch/plug (maybe the 4-pin DIN plug). As far as I can tell all the inputs end up using the same basic circuitry but the line and mic inputs go through some switches and plugs to get there so that's where I'd start looking for a bro...
