I'm looking at building more than one rehearsal room inside an existing space from scratch. Can anyone refer me to any resources where I can find out more about the standard (and maybe also ideal, so I can compare) method for construction of a rehearsal room.
I'm sure there are a bunch of books out there on soundproofing, accoustics, etc for studios but I'm hoping to find some info on rehearsal rooms specifically, just because the studio approach would be prohibitively expensive for rehearsal rooms, I would imagine.

greengluecompany has some great tech docs with nice illustrations RE construction techniques etc.
I'd start at SAE for design ideas... and get your building ideas from greenglue.

It's almost always cheaper to spend the $$ up front rather than try to make a bits-n-pieces approach perform better. I've learned that the hard way many-a-time.
