digitaldrummer, re-reading this it seems I may have misunderstood your very direct inquiry; in response to the question you actually asked, no, there's no decoupling between the joists and the top plate.

once you explained that the inner and outer walls were separate and did not touch, that answered my question.
but unless you are floating the floors too, wouldn't that contribute to transmission between the wall segments? But maybe not enough to care about...
