Can anyone tell me how to get this damn thing off? Looks straight-forward but it won't budge...even after soaking in wd40.

Pliers?

To get the rubber off the rest of the assembly, or to get the wheel off the machine?

To get the wheel off, you need a "circlip tool". It's like needlenose pliers with little pins that go in the end of that c-shaped clip. You use it to pinch the ends of that guy together, and it should come out.

Show that photo to someone at an auto parts shop, and they'll point you at the tool.

To get the rubber off? Xacto? Or whittle with a razor blade?

And be careful withy the WD40. It'll destroy plastic parts.

Thanks for the tips & tricks. Finally got the pinch roller off.

It pays to step away from a problem for a day or two to avoid totally f'ing the whole thing up.
