Hip hop snare/handclap

You know how in hip hop songs they have that sound that should be a snare hit in the beat but actually sounds like a snare plus a handclap? What do you call that? If I had a friend programming a beat and wanted him to put that in there, what would I ask him for?

The "rap snare", I presume you're talking about the 808 drum machine snare, is kinda wimpy. The handclap just beefs it up a bit.
