I'm pretty sure it's John Lennon going "shhhh" then clapping his hands with a good bit of tape delay on it. That, combined with the bass and ride cymbal, give you what you're hearing.

he's actually saying "shoot me," creepy as that is. I believe it's a drug-injection reference. If you listen closely you can hear the "me" in there under all the tape echo.

Yeah, listen to the Anthology version if you can. It's much more stripped down with no echo and you can clearly hear John clapping and saying "shoot me." I heard he was pissed because Paul's bass note totally overpowered "me" so it sounds like he only says "shoot" :D
