A one track 3" machine!!! Im sorry, but I can't believe it. I think you are measuring something wrong here... The track width on a 2" 16 track is big, and Ive seen a 1" 2-track which is really over-the-top in terms of track width (1/2"/per track), imo. But one 3" track! Maybe I haven't done enough research, but I don't think there is such thing as 3" tape in the first place...
Wait, I think I know what you may have found... it might be an old reel to reel video-tape recorder. Im not sure about all of the formats that were used on those, but we have some 2" video tapes laying around here in the archives where I work.
what kind of a machine is it?

Three inch reels, not tape.

I run into these things at goodwill all the time, try there first.

I've got one of these. Most of them are mono on 1/4" tape, one track per side. There might be some stereo units by the mid-70s, but I think at that point cassettes dominated for portable stuff. I think mine's a Panasonic. I'll look in my basement tonight and try to find the thing and spare reels.
