The thing that strikes me about the ending is a theory I've had for a while.
Immediately after 9/11 the country was in a state of mass-trauma/confusion: the perfect mental state in which to be hypnotized. I believe when G.W. proclaims "...September Eleventh, 2001" he understands that these are 'key words' that put simple-minded people into a hypnotic state.
He uses that hypnotic state to continually mislead the masses into seeing him as a strong leader. That's why the end of this cartoon rings so true.
